[help] chinese supprot

there is no chinese supprot in language support

when I write this:
sudo apt-get install language-pack-zh

system give it to me:
E: 无法获得锁 /var/lib/dpkg/lock - open (11 Resource temporarily unavailable)
E: Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?

so what should I do? help me. thank you.
