Meetings of governments behind closed doors that decide international policy on the Internet are bound to be contentious. The International Telecommunications Union is meeting in Dubai to update telecommunications rules that haven't been changed since 1988, and a diverse opposition has developed. It includes Google, the Electronic Frontier Foundation, the European Commission and Internet pioneer Vint Cerf.
